Crowdforcing is the act of providing a product or service to the public without following existing regulations for the industry. Relies on the popularity with customers to force the hand of legislators by popular demand to "catch up" the regulations to the new "standards" established by the crowdsourcer.

Think crowdsourcing from another angle.
The Uber ar service is a prime example of crowdforcing, where regulations did not allow it's operation regionally and locally, but jurisdictions have had to "catch up" to the adapt to to popular demand.
