Guy 1: I won't be able to attend the the family gathering due to covid. Guy 2: There he goes again using the covid excuse. He just doesn't want to go.

It's a poor or inadequate example of someone who doesn’t want to adapt to the new normal—not accepting ownership, complaining about how wrong everything is due to the virus outbreak. Constantly being part of the problem, and not part Of the solution.
