It originates from an old hindi movie rape scene where the villan expresses "bahut jor hai huh" frustrated with the heroine's attempts to escape.

However, this evolved into an expression used mockingly against anything fast/brave/flirtatious/angry/anything out of the ordinary/anything at all.
