Herman van Rompuy. The prez of the European Union. A man who was charged with having the charisma of a damp rag and the appearance of a low-grade bank clerk by Nigel Farage. Also used to describe someone with a complete lack of charisma; sometimes referred to by the British press as Rumpy-Pumpy.
