Unenfranchise

Since enfranchise means - give the right to vote to-, Unenfranchise means take the freedom or right (to vote f.e.) from/ Restrict
In 1917, Carrie Chapman Catt, who was a leader of the women's suffrage movement, made a speech arguing for the 19th amendment. It granted women, who were the unenfranchised class of the nation at that time, the right to vote.
