Strug-Shrug 

a non verbal behavior exhibited on days when the struggle is real and ones brain is having extensive difficulty addressing or solving a given situation. The strug-shrug is a differentiated from a normal shrug by a lackadaisical shoulder movement up then down, often accompanied by a blank or confused stare.
After consecutive 16 hour work days, Shawna, when asked about an approaching campaign launch, replied to the best of her ability by giving a strug-shrug.

Shruggity Shrug Shrug 

Used mainly in text but is more fun to say aloud. It's used when someone is telling you something you don't care about, don't have an opinion about or just don't want to hear.
Friend says "I heard that someone thinks you're ugly"

shrug it off

To ignore something, not let a problem get you. An effective and mature thing to do when its a situation that can't hurt you and/or is beyond your control.
Sam got the vibe that the two co-workers were envious and didn't want to see him do well, but he knew to shrug it off.

Signalling to another via the medium of text the fact you are carrying out an action, in this case, the movement of raising the shoulders, which highlights the point you are basically saying 'I don't know' or 'whatever' but in a non-verbal manner.
