An audio or video clip from a public figure, celebrity, or politician, that is deliberately provocative. The clip is then picked up by Buzzfeed and its competitors, and is instantly turned into click bait, giving the speaker free publicity and attention. A person who's full political views are obtained from inflammatory headlines. They generally have no actual knowledge of an issue and their opinion is generally formed by someone or something else.

Wow, that guy didn't like your response to his statement about Obama.

Yeah, he's a soundbiter and doesn't actually read the whole article.
