A person with a challenged IQ level. One who doesn't really grasp the meaning of basic things. A person of a limited ability and understanding. Tendancy to not realise that they are in fact a skuller and will often react to being called a skuller in an aggressive manner.

My ex had a friend whos wife was pregnant. They also had a mutual friend who said that he was King Daddy Skuller because when he had sex with her towards the end of her pregnancy he was tapping the soft spot of the baby's head.
