Shuffle Hoe

Where someone is strutting very slowly, and the steps they take are so small that they could trip over a pebble. They do this by keeping their feet together and sticking out their buttocks; in this fashion they strut.
Usually they like wearing bright colors, high heels, and tight clothing, thus 'Hoe'. The heels put stress on their spine making it harder for them to move, and causes them to fling their torso and arms about, making it impossible to get around them.

Oh no, you better get around that quick before that shuffle hoe gets in your way or you'll be here all day.

To take something small, that doesn't quite qualify as a theft. Probably from the Danish "skæv" or the Dutch "scheef", both of which are pronounced similarly, meaning "askew, or not quite right'. To change an item's ownership without permission, but only something small and of little worth.
