A person who is weird or nerdy. Generally replusive in appearance and very annoying.
A member of the Ouphf Club of America.
It can also be used as a "dis" meaning the same as F**k, or for that matter, any slang or curse word.

Julie is such an ouphf.
She is acting quite ouphfy today.
We need to recruit more ouphfs for the Ouphf Club of America.
