when there is a cycle that keeps minorities down. a downward spiral thats keeps a minority or the poor down. a catch 22 that affects the poor.

you dont have money so you get a job. you buy a shitty car to get to work to make money and then get pulled over and the police find out you have no insurance. you get fined a large sum of money for not having the money to buy insurance. its a niglical situation.
