Someone who can't quite finish words or sentences without first dropping down to the floor, crawling into the foetal position, and screaming loudly for 30 seconds, before getting back up and finishing the sentence.
Oh man, you should have seen him deliver that speech, he did a Hoeg halfway through, it was so embarrassing.
