An unbearably foul and rat-bastardy person. These obnoxious and repulsive people can usually be found in such entities as the guy who is ahead of you in a drive-thru line and decides to order food for the entire continent of North America.

Me:Hey didn't whats-his-bucket say he was going to call you back last week?

Other Person: Why,yes he did! One of my friends said she thought she saw him cross the border into Mexico! The foulard! As God as my witness I shall hunt him down and smite him while he slumbers!!

A word from the vernacular dialect Gaga, still in use nowadays in Saint-Etienne and the Forez former province of France. Fouilla is a interjection expressing surprise, sympathy, affection, embarassment, concern, disappointment or disillusionment. It's a popular expression used in daily life in its original region. It can also be used to express nostalgia or claim a popular identity.
