Flunktard

Flunker + Retard
Someone who flunks elementary education and may/may not be retarded, but because they flunked an elementary grade, they become a flunktard.

"Son, look at that flunktard, he's repeating 6th grade for the third time. Don't be like that boy. People will think you're retarded."
