Reed Filibuster 

n. The stalling of legislation in Congress by means of obstructing members of Congress from doing their jobs by going to their offices and requesting a picture with them to put on Facebook.

James tried pulling a Reed Filibuster on the Hill... I hope this doesn't stall any important legislation, but it probably will. AT least he has a cool profile pic on Facebook.
