This is the state of stupudiness with refference to the subject matter in hand, also used in the sense of "dwongle".

If something is refferered to in this manner, it puts it into a context of being out of the ordinary or out of place.

Donglepuss 

Pronounced: don-gull-puss

Originally of Germanic origin, donglepuss was brought into popularity by chemistry students at UNC Chapel Hill for a generic word of “something dirty”. This word is also a substitute for anything in conversation, especially when attempting extreme perverted ambiguity. Additionally it is characterized under a sub-set of words, which are particularly addictive to say. (IE dinglepuss, close relative to the donglepuss, just smaller)
