Da'Ru is a individual who is from a blood gang also known as "Damu"and this individual is in a long term relationship with a gang member from a Piru gang. Piru gang members call each other 'Ru. Both or one of the individuals in the long term relationship call each other "Da'Ru" out of respect for each other

"Bring Da Ruckus" was a hit song on the album "Enter the Wu-Tang: 36 Chambers", from the legendary Wu-Tang Clan. When RZA shouted this, he meant either "having everybody in the club or in the neighborhood just go crazy", or "calling out all challengers".
