Britain. The word comes from a slang word used by British citizens that describes ill-mannered, antisocial underclass people sometimes rumored to be inbred, homeless, or whores.
Bogan A: My British penpal feels agony each day from noise from streetpunks.
Bogan B: They don't call it chavland for nothing, do they!
Bogan A: Why?
Bogan C: Because they, for some reason, call their tramps "chavs".
