A man that promises a woman that he will make a baby with her, but it's all cock and bullshit story. He gives her a specific date when they would make a baby, but then as the time goes nearer he backs out and makes excuses why he can't make a baby at that time.

Margaret: Okay bill now is the time where we will have a baby. You promised me that it would be in February well here we are.

Bill: Margaret, I'm sorry, but I can't go through with it. I'm sorry that I misled you, but I have so much stress with work lately I can't imagine us having kids right now. Can you wait a little bit longer?

Biological thief 

A man that promises to give you a baby at a certain time but doesn't actually deliver. He's full of shit. What does that make him a biological thief?

He promised me we will have a baby we will do our researches and learn about a baby but as the time went near, he said he couldn't do it, he doesn't really want kids what a biological thief.
