Possibly caused by head trauma, gestational drug use, binge drinking or simply genetic abnormalities most likely incest... Can be affected at any age and almost always permanent. The world is full of rum dumbs and nobody is policing the gene pool unfortunately!!

"Dumb" Caller.

A person who calls peers stupid or has a judgmental figure due to the fact that others around them cannot understand said persons stupid quirky meanings and actions. And will refuse to explain, and when they do it's by forcing them instead of being patient. Especially on the internet.
