Someone who never answers a question in a straightforward manner, but rather shucks and jives around a whole bunch of confusing stuff, as if he's really intelligent. When analyzed closely, it's pretty much a given that the jive zeek billiken is totally full of shit, and doesn't really have much knowledge of anything that's factual.
