When an unintelligent, unskilled individual overestimates their competency and thinks they are smarter, and can perform better, than they actually can. The opposite of the Tim Effect
It seems like all of Ohio suffers from the Jenny Effect- they all think they are smart and can compete with the West Coast, despite their woefully low IQ.
