2. To stand idly about; linger aimlessly <usually at exorbitant costs to the establishment owner>

At first the project was going full-steam ahead, but after the scope changes I felt our consultants were just deloittering around.

Deloittering (verb) - Describing the act of moving at a glacial pace on projects, bogged down by layers of process and bureaucracy, endless reviews and excessive deliberations; all while appearing busy and productive

Once again we were all ready to release our deliverables when the partners new idea had us deloittering weekend and well into the next
