similar to scapegoat; generally a teacher who is easily blamed for a student's suffering due to the work load that teacher assigns, commonly used in the Northwest suburbs of Chicago

Student 1: "Ugh, my English teacher assigned 10 prompts for me to write and now I can't engage in any social activities."

Student 2: "Stop using your English teacher as your scaperobin. It's your own fault you didn't manage your time better."

scapebobbing 

When you make a mistake or miscalculation and rather than take responsibility you simply blame your colleague, Bob. Akin to scapegoating, just with a specific target named "Bob".

Steve: "Um, I think that issue was supposed to be addressed by Bob's subcommittee."

Alan: "Steve, it sounds like you're scapebobbing again."

Steve: "Dang, foiled again!"
