A person in a position of power that is both incompitent and a total asshole. He/She blames you for there mistakes, but there is nothing you can do about it because they're your boss.

My boss is such a frigin douchemeister! He made me come in on my day off so he could go golfing!

Mr. Skinner is a goddamn douchemeister! He gave me an F because he lost my exam!
