Used in the Pacific Northwest (i.e. Oregon) to denote a person who uses an umbrella. Most native Oregonians don't use umbrellas because it rains all the time, so a brellie is an outsider here.

Ugh, it's the first rain of the season. There will be so many brellies out today!
