anybody who does anything and does it well or a person who smokes a plethora of marijuana.

Wow! Do you see that guy out there riding the waves?--- Yeah, he's a real gnar shredder. or
He smokes entirely too much kush..--- Oh yeah, he's a textbook gnar shredder.
