When someone has run out of credit on their phone, or has out going call restrictions from an unpaid bill. They can't make calls, only recieve.
GUY 1 "Did you hear from him"
GUY 2 "I sent a text but he didn't respond"
GUY 1 "He probably can't as he's always out of credit. Call him, he's a total phone bottom
