Canookian 

An American who goes to school in Canada, but then returns to the United States as an adult.

Oscar, of Washington DC (hardly a state), went to McGill University, the "Harvard of Canada." After educa-nooking himself with Canadian pacificism, Oscar returned as a full-fledged Canookian to the United States to date hot American women.
