A cellular phone that is owned by a woan and is used in a very annoying or unpleasant manner, such as talking really loudly or about things that make no sense.

(person on phone) "WHAT WAS THAT???? CHARGE ME UP?"
"You are a woan; get off your woan phone!!!"
