v. 1. a word used to describe a sitiation in which people don't show a perticular interest in an activity or somewhat strictured situation.
2. a slack situation.

John: i love Mr. Chang's math class.
Frank : yeh it's so romper.

Frank is referring to the fact that eventhough they are in class all the freedoms of lunch seem to apply.
