Overseas Vietnamese (OV) or Viet Kieu, designated a person whose have Vietnamese ancestors who used to live in Vietnam. It is not a slur or prerogative term like Banana, Twinkies, Coconut or Cream-cheese Comrade, which aim to mock Viet acting white. Though, as any other word, it can be used to make fun of Vietnamese pretend forgetting their root and acting superior than mainland Vietnamese, or bashing Vietnamese who lack the chance to connect with Viet cultures.
Neutral, common usage:
A: I has a Vietnamese friend whose name is Phong.
B: Is he a OV or just came here?
A: He is an OV, his father came to the US 67 years ago.
Mocking usage:
A: Xin chào chú em, lâu quá không gặp, muốn đi uống cà phê không?
B: Sorry I can't speak Viet well anymore.
A: Bớt giỡn, mày đi Mỹ có ba năm mà quên Tiếng Việt, bày đặc làm OV. Mày là VC (Vietcong) thì có.
A: You told me you are a Viet but could you speak Viet?
B: No, I can't, my parents haven't ever taught me.
A: Another OV who can't speak Viet, another sell-out.
C (friend of B): Get lost, Viet is Viet, either VC or OV, with a dumb mouth like that, no wonder you can't have a girlfriend.
