In mexican slang, its a word for a 'home boy." They usually wear a wife beater, docks, baggy pants that go just above the ankle, shaved head, and usally mexican or resembling mexican characteristics.
They usually use terms like "qu pasa esa." or how every you spell it. Its equivialent to "whats up dude."

That chulo is pimping.
