It's a short way of calling someone a prostitue, like if you are telling someone off.
When you are calling them a prostitute it doesn't have to be literal, it's just another way of calling someone like a slut.

Person A: Your such a slut!
Person B: Your a hoe!
Person A: Who are you calling a hoe you prossi!
