A party at which a keg of beer is present.
I here there's going to be a kegger at Jack's house tonight.

Thus, naturally a tubber would be a party in which a tub of liquor is present, most commonly being jungle juice.

Cambi is throwing a tubber tonight in honor of Ian's birthday.
