At first it just means "the friendship between two gays". Today however, it is more widely used as a replacement of the word "friends". Usually used between the closest friends.

The word itself is neutral.

基佬 

【1】 “基”，广东话里音同“gay”，指同性恋 “佬”为俚语，带有贬义的“…的人” 基佬连在一起，意为“同性恋者” 此词在中国大陆的网络社区上较为常见
【2】 <延>：后被广大男生频繁使用，偶尔与“变态”“混蛋”等词通用，仍然带有贬义色彩
