That's bolted up 

Messed up, screwed up, jacked up, etc. Used to replace vulgar phrases. Most common sightings of the phrase would be in 4th period econ, or 7th period bib lit classes.

Kid - "Hey i just smoked some awesome meth"
Other kid - "Dude that's bolted up."
