Urinal Cocktail 

A urinal cocktail occurs when by chance piss begins to build up in a specific urinal, and all users of the bathroom are subtly entered into a non-spoken contract to not flush the urinal until it overflows.

I don't go to the west wing bathroom anymore because there's a serious urinal cocktail in there
