When a girl is dressed so that it could be conveyed as trashy or dressy depending on the setting. Usually means a sexy or revealing shirt covered by a sweater or coverup.
Kayti wore a sweater over her red and black lace top, which made her dreshy - a cross between dressed up with the sweater and trashy with just the tank top on.
