A manager/boss, typically a newcomer to an organization, who takes pleasure in juggling staff without regard for their skills or interests.

Within weeks of being hired, Mr. Lopez showed everyone what an asshat boss he was by arbitrarily making Julio, the janitor, trade positions with Mr. Webster, the physics professor.
