Frank 

A person that will swindle money from friends. If a Frank sees a friend selling an item he will immediately lowball the friend and insist it is a fantastic deal. Also, a Frank will never be on time, ranging from 20 minutes to 2 hours late.

Steve wanted a million dollars for the house, however, John pulled a Frank on his friend Steve and offered 400 thousand for the house.

I am pulling a Frank, I will get there when I get there.
