A technique used by those who do not know how to give blow jobs. Whereby the performer does not take the phallus into the oral cavity in its entirety, but instead gingerly pokes at the head with their tongue.

Well I was gonna have sex with this guy, but instead I gave him some good tip action for 15 minutes.
