Refers to the gum, or sticky substance on a cigarette paper.

Smoker1: "I can't use this paper, there's no licky.
Smoker2: "Just lick it and roll it, it will stay together long enough."
Smoker1: "If you say so."
Smoker2: "Trust me"
Smoker1: "Wind caught it like a kite and blew the baccy out... you're an asshole.

Stoner1: "I can't use this paper, there's no licky."
