This term refers to folds of fabric in the crotch-groin area, most frequently happens when pants are too tight, but can also occur when pants become wrinkled from sitting too long or if the pants fit poorly. The fabric folds of the pants in the crotch-groin area create the illusion that crotch has a moustashe, or whiskers.
