When a person is so drunk, high, or messed up on pills that they don't even seem to be on the same planet. Usually characterized be vacant stares, and the occasional nodding off.

Nick: I don't know, I think I might have drank too much
Steve: You fell asleep at the bar! Dude you were klauered!
