To be excluded from a group of people who are seemingly enjoying themselves. The opposite feeling of "on the yacht."

Steve- "Where is mike? I thought he was coming to this club?"

James- "They wouldn't let him in... I guess he is on the dock now."

example 2:
"Everyone is talking about Stephanie's party last night... i was not invited. I'm totally on the dock right now."
