"There is" is used for a single form.

"There are" is used for the plural form.
But if the person was too lazy to say "there are" for the plural form. They always say "there is".

Guy 1: There is a lot of animals in this forest.
Guy 2: "There are" dumb. how did you think it was there is? It was there are
