Council face

A person with a face reminiscent of any British Council Estate. Usually seen wearing a tracksuit and a couple of illegitimate kids. Can also be seen with (Pikey).

Gavin: Hey man do you like Atomic Kitten?
Marvin: No man they're such a bunch of council faces.
