Cute, cheery, upbeat, fun. The name of someone who is always cheery and happy, almost in an irritating way; because it's hard to be around a Judy when you're in a grumpy mood yourself. Saying the name Judy instantly creates an uncontrollable bounciness or giddiness in the person saying it.
