1) The perverted political-sex-act whereby the active, sacker, demands higher taxes to squander, while the passive. cup. unwittingly pays it with a gape-mouthed smile, (usually toothless).

2) The constant interaction between two large factions of the Democrat party, slang; Bagging your own groceries.
